Randal Chance is a retired inspector general with the State of Texas. He also is a decorated, professional soldier and airman, having served in the US Army Combat Command and retiring from the US Air Force as a law enforcement superintendent. He has a bachelor's degree in criminal justice and a master's degree in police and public administration. The intent of his book is to improve the management and operation of the criminal justice systems through public awareness of the dark and corruptive insides of these massive systems.
